Pixhawk Motors Will Not Spin BL HELI ESC00:00

Hello,
I have switched the Iflight 4in1 ESC to
4 X TREX 60amp BLHeli 32 ESCs
5v is provided to output Rail not Shown in this Video

Motors Will only spin at 1100 PWM at full Throttle
I have succesfully updated TREX escs with BLHeli Suite 32 via Mission Planner PassThrough

I have Tried on Regular Motor Output Pins with the Same Problem

If anyone has had this issue and know the reason for this, I would really appreciate it.
