This is probably the EASIEST Ultra Light build you will find.
And it comes in at less than 245 grams!
Total cost was $195.
I was trying to do a “Budget” build, but honestly, you wont be able to build an Ultra Light quadcopter for much less than this.

*NOTE:
You will need to flash the firmware on the TattooF4S.

The stock firmware is Betaflight 3.1.7 and it has some bugs.
You will need to update the firmware to Betaflight 3.2 (or later) in order to access the 32 bit ESCs with BLHeli32.
From what I understand, you also need an internet connection to use BLHeli32 because I think it verifies the authenticity of each ESC. Since they moved to “closed source” (and Chrome only allows open source programs), you must download the software from their website.
